Public Schools and Discipline - What is the really the issue?

As an educator myself, often times I share stories with colleagues and other people who are not in the teaching profession and the question always remains the same, 'What has changed in education over the years, for student behavior to be so different?" Comments such as, "I remember when I was in school, things like this never happened" or "I would get in so much trouble at home if I acted how some of these kids do nowadays."

What should be done? How can certain practices improve school cultures? What are administrators to do?
